Installment payments and mini-loans: what changes on November 20, 2026
Installment payments referred to as “interest-free” and mini-loans of less than 200 euros will fall under the general consumer credit regime starting November 20, 2026, in accordance with the ordinance of September 3, 2025, and the implementing decrees issued in 2026. This evolution redefines the scope of choice for any online borrower.
Specifically, these payment facilities will be subject to the same obligations as traditional loans: prior creditworthiness analysis, enhanced information on the total cost, regulation of advertisements, and mandatory mention of the APRC. Therefore, the consumer no longer chooses between a “loan” and a “payment facility”: legally, both fall under the same framework.
We observe that over-indebtedness cases involving at least one installment payment or a mini-loan have increased from about 1% in 2022 to 7% in 2023, and then to 17% in 2024. It is suitable for occasional and low-amount needs, provided that the replenishment rate is monitored and the accumulation of open lines is avoided. Here are the criteria to check before subscribing:
- The adjustable APRC: unlike a fixed-rate personal loan, the rate of revolving credit can change every quarter based on market conditions.
- The maximum amount of the reserve and its automatic annual renewal, which requires explicit agreement from the borrower after the first year.
- The possibility of converting all or part of the used reserve into fixed amortization, an option offered by some online institutions to reduce the total cost.

Cold calling banned and online creditworthiness verification
Since the implementation of new regulations on cold calling, cold calling for consumer loans is now prohibited. Any unsolicited phone solicitation aimed at offering credit constitutes an offense. This changes the game for borrowers accustomed to receiving offers by phone: only a voluntary approach online or in agency allows for legal subscription.
Online creditworthiness verification follows the same protocol as in a physical network. The lending institution must consult the repayment incident file (FICP) and assess the repayment capacity based on declared income and existing expenses. Digital platforms automate this step via open banking, which allows for the retrieval of the applicant’s banking data with their consent.
Here are the elements to prepare to expedite an online credit application:
- The last three current account statements, which most platforms retrieve automatically via a certified banking aggregator.
- A proof of residence dated within the last three months and a valid identification document, digitized in high resolution.
- The amortization table of any ongoing credit, to allow the lender to calculate the residual debt ratio before granting.
The debt ratio remains the decisive criterion for accepting a file. Online organizations do not deviate from this rule, even if the principle response is delivered within minutes. A quick response does not mean a firm commitment: the final offer depends on the completeness of the file and document verification.
The regulatory framework for online credit is tightening. Between the integration of installment payments into common law and the prohibition of cold calling, consumers have enhanced protections but must also provide more documentation. Comparing offers based on the actual total cost, including insurance, remains the most reliable method for choosing financing suitable for a specific project.
